01
What counts
as good land
here.
Not prime industrial. The opposite. Land whose previous use is finished and whose next use nobody has proposed.
Typology 01
Worked-out mining pools
Water bodies left by tin extraction. The water becomes the site.
Typology 02
Spent plantations
Ground past productive yield, already cleared, already accessible.
Typology 03
Idle state land
Held by government but unallocated and unproductive.
Typology 04
Degraded agricultural
Farmed to exhaustion and no longer viable for crops.
The land was never bad land. It was mispriced.
Volume I · Chapter 3

Artist’s impressions of the proposed development. Not photographs of a built asset.
02
Five tests.
All five,
or nothing.
A site failing any single test is not pursued, however attractive it looks on the other four.
Irradiance
Does the sun actually deliver here, measured rather than assumed?
Water
Can the water be kept safe, and can the site meet a hub’s small water need?
Accessibility
Can heavy plant reach it, and can people work there?
Ownership clarity
Is title clean and is the counterparty the party that can actually convey it?
Political fit
Does the state want this, on the record, at the level that matters?
Qualifying land — not raw acreage — is the constraint. The pipeline is a funnel that is fed continuously, not an inventory that is held.
03
Land as a partnership,
not a prescription.
The discipline that protects the economics: let the instrument follow the site, not the other way around.
- Where a contribution fits.
- A government-linked partner may contribute land to the project vehicle and take equity in it. Where that structure fits, no market rent is paid.
- The instrument follows the site.
- Contribution, acquisition, long-tenure lease or a hybrid arrangement are assessed on their own merits. No site is forced into a standard form.
- They sit at the table.
- Where a partner holds project equity, its governance and reserved-matter rights are documented for that vehicle.
- Idle becomes producing.
- An asset that earned nothing starts earning, without the state selling it.
Sites are under active evaluation across several Malaysian states. One is now public: a lake site in Kuala Selangor, shown below. For the others, locations, counterparties and the status of each negotiation are commercially sensitive and are shared under non-disclosure.

From the ground.
Kuala Selangor.
On 2 October 2026, our team walked a lake site in Kuala Selangor with Worldwide Holdings Berhad. These are photographs, not artist’s impressions.
The visit had one job: to check the water, the banks and the access against a design that is now on paper. In parallel, Lembaga Urus Air Selangor (LUAS), the state’s water management authority, has engaged our cooperative shareholder in its formal technical review.
